First check if ipsec certificate has expired.
Regenerate ipsec certificate by going to OS Administration Security – Certificate Management. Click find and look for ipsec certificate. Check expiration date.
If it expired regenerate by clicking on certificate and clicking regenerate.
restart local and master service on Publisher and local on all subscribers:
utils service restart Cisco DRF Local
utils service restart Cisco DRF Master
